River Chief Information-Sharing System as a River Information Governance Approach in China

Controling river water pollution is one of the complex ecoenvironmental challenges facing China’s development today. The chief information-sharing system (RCISS) in China an institutional innovation carried out by government to promote collaborative governance era big data. In order explore mechanism RCISS China, this paper analyzed establishing a theoretical analysis framework from perspective data governance. Using framework, discussed mechanism, context and driving forces current system. Provincial-level practices were then terms information content, transmission paths, intelligent platform practice achievements, finally advantages problems summarized. conclusions drawn as follows: has huge regarding coordinated management rivers, but there are imbalanced sharing power among subjects also disputes security, fairness, authenticity legality. This study provides insights into operation serves reference for other countries seeking suitable solution manage environments.
